Coding - which way to go - searchable database/site

Right well this is weird. A guy my friend knows wants him to make a program/website, for searching for people who havent paid for stuff and their address. He has 100s of pages of information.

He wants us to make a program/website that has all this info (and more to come) and he already has estate agents/solicitors queuing up to use it to pay-per-search for people who havent paid r-e-n-t. (presumably to check people out before they r-e-n-t/find the non payers). He owns a business and r-e-n-t-s out houses.

So the way I was thinking of tackling this. PHP site, SQL database. Then it searches and returns information. OR. Application with a database. (Access and Excel). He's going to pay us for the program or whatever way its done, then a percentage of any sales he makes from people buying it/paying-per-search.

So whats peoples Idea on the best way to go at it?


Only thing im worried about is the data protection side of it biting me in the ass

PHP/ASP/Other server-side language as appropriate

MySQL/MSSQL database as appropriate

Any data that's personally identifiable should be stored in the DB encrypted.

That's my 2¢ :)

Data protection is the problem of the person storing the data. If for some reason this is you, you need to register with the Data Protection Commissioner.

As the people said above, some combination of PHP or ASP.net and MySQL or MSSQL.
